I always assumed it was mostly because they can't kill dementors and giving them a food supply keeps them in a single location. The wizarding government is also just a giant fucked up mess.

I checked the wiki and Rowling gave the history of Azkaban, so we actually know the name of the guy who thought it was a good idea: Damocles Rowle.

Azkaban was originally inhabited by a dude named Ekrizdis. He was an asshole who did a lot of dark magic and lured Muggle sailors to his island so he could torture them. He built the fortress that I assume later became Azkaban. When he died, the concealment charms wore off and the Ministry investigated it. Aside from whatever horrible shit Ekrizdis had left, they also discovered that the island was infested with dementors, so they promptly got the fuck out of there. Worried about either the dementors or the island full of dark magic fighting back, the Ministry left it alone.

When they made the rule that wizards would go into hiding, it was decided that having multiple prisons all over for wizards would be a threat to secrecy. There were plans to create a prison on some island, but Damocles Rowle scrapped them. Despite experts in both dementors and buildings with dark histories saying it was moronic, he demanded they use Azkaban and set the dementors up as guards.

Later on, a minister named Eldritch Diggory visited the prison and was so horrified that he formed a committee to find alternate solutions. The plan to remove the dementors was met with opposition because they'd probably just start eating random people. Diggory died of Dragon Pox and there was no serious opposition to Azkaban until the post-series timeline.

This was my assumption.
Better there eating douchebags over a period of time, rather than gallavanting about eating literally everyone.
Course, they could try murdering them, bet the Killing curse could.

Though even if they were afraid of shooing them, they could just use a different island for a prison, since the things apparently were content staying there before it became one
