If people think he's a bad guy, he can infiltrate syndicates and gangs and root them out from inside, but a good guy doesn't have to hide or run away whenever the police show up. Do you think a crime fighter would be more effective if everyone knows he's on the side of the law, or would he be more effective if everyone believes he's an infamous criminal?
