Also the victim was EXTREMELY lucky the truck didn't keep going, otherwise he would have likely been died in excrutiating painful, embarrassing fashion. Yeah, that was 100% premeditated. He was totally waiting for someone to pass by to force them into ongoing traffic. Regardless if he was just mentally ill, or if he was abusing substances, he deserves to be locked up for assault and attempted murder. California politicians are always trying to find a way to reduce the severity of crimes because they have that irrational aversion to the judicial system working as intended to keep criminals off the street. Prop 47 is one proof.
