I feel like it's a Christmas-themed movie that takes place in a Halloween world. I think shortly after Halloween is the best time, personally, but I'd pick December before October.

My family tried watching it on Christmas Eve one year and we all agreed this ultimately isn't a very Christmasy movie. Most of the movie takes place in Halloweentown and its version of Christmas is also Halloween-oriented.
