It doesn't have to be like feature complete, I just need something with layers and a tool to cut stuff out. A friend of mine is trying to put together an image for someone's bucks party and he asked me if I could help.

paint.net

gimp is a program that is pretty good if your main use case for programs is looking at a list of all the features they have. if you actually want to use it I recommend something else
