Mississippi's 1890 state constitution requires a statewide candidate to clear two hurdles to win office: They must win a majority more than 50% of the popular vote, as well as a majority of the state's 122 House districts. If no candidate wins both, the winner is decided by the House, where representatives are not required to vote for the same candidate as their district.

This election method was one of several provisions written into the state constitution to help keep political power in the hands of whites following Reconstruction. Others included poll taxes and literacy tests.
