This is quickly becoming my pet peeve.

There's this guy. Not really a friend, more like an acquaintance. But every time. Every single time he encounters a girl that he finds attractive for some reason or another, he would just go on and on about her. And eventually I'll be like, "Why don't you go talk to her?," and he would say some variation of, "She's too pretty. She probably already have a boyfriend most likely."

Every. Single. Time.

Look, I get taking your time and approaching someone when you feel comfortable. But how are you ever going to get comfortable if you don't ever make an attempt? How do I slap some sense into this fool?

Joking aside, the problem with this guy is that he never stops whining about not having a girlfriend. Ever.
Like, if he just chooses not to approach someone and he's perfectly content with being single for now. Then, cool. You go. You, know? But this dude just goes on and on about how being single makes him miserable and how the only thing he had close to a girlfriend was what he calls a "brief puppy dog fling that didn't lead to anything" back in high school. And I'm like, "So you never had a girlfriend at all? Boy, I wonder why?"

He's, like, the living embodiment of those users that post sad sack stories on the internet, but doesn't take any kind of advice or action. I think I'm starting to legitimately hate this man...

Incidentally, if you ever read JoJo part 6, there's that one guy, Thunder McQueen, who is the epitome of this self-serving sadsack. Though he's a minor antagonist, he's considered the most evil person in the series, and it's hilarious. Araki really hates that kind of person, I take it.
