He's either a really terrible boss or his project team is even worse.

Admittedly I know what the problem is (at least I did a week ago; the problem still seems to be the same, though) and, given the context, I'd be pretty fired up too.

Luckily it doesn't involve me at all (I'm under a different chain of command) but it's a "heads WILL be rolling" atmosphere in here as of late.

A good boss generally knows how to motivate or reprimand people without yelling at them

And honestly if a boss yelled at me Id probably think that theyre an asshole, but if they apologized for it later I would just think that theyre emotionally unstable

Only if he/she took it too far.

Not a day goes by in my workplace that someone doesn't freak the fuck out and scream at an employee. It's normal.

That said, this place is a fucking hell hole and a genuinely awful place to work. Pretty much the definition of a hostile work environment.

I personally just see it as part of the job when it happens. However if said boss, manager or even coworker apologises then great. Most I've had though manage to stay professional.

As people are saying, a good boss shouldn't need to yell to get the job done in the first place. That said, stress happens, and apologizing for letting the stress cause them to lose their temper would be the professional, considerate thing to do.

A co-worker of mine was saying how his old boss was like this. He would yell at everyone and then apologize afterwards. An then, they found out he was like bipolar or something. It was a mental issue. He doesnt work there anymore...

Depends.

Realistically, a boss needs to maintain a position of leadership and authority otherwise nobody will do as they say. Showing signs of weakness by admitting fault all the time will make people lose respect for them.

Sure, all the employees will be happy with a meek and submissive boss that apologizes for everything, but if there is no efficient leader, employees won't do what they need to do and the business will go under than everybody just won't have a job.

If my bosses started yelling at me, I probably won't be working for them very long. I'd let a time or two slide with an apology, but if it starts becoming a pattern, they can fuck off.
