I think Homelander really cares about being seen as a good guy, and I think in contrast to most of the Seven he has genuine good intentions most of the time. He's probably the most complex character, except maybe Hughie.

everything Homelander does, he does for himself or to promote and protect his brand. he doesn't give a shit about humanity (and at times actively looks down on "normies" as inferior, kinda like how we'd view a cockroach), and he even tried tells Vought to fuck off at times
