This isn't really accurate. I think you are confusing possibilities with the norm. It is possible for human beings to further physically develop up to the early 20s, but for the majority development is done by 14-16. Any further physical development is maybe growing another couple inches taller.

As for the brain, yes the pre-frontal cortex fully develops by age 25, but that isn't exactly what people think it is. It doesn't mean that someone under 25 isn't capable of informed decisions. In fact according to brain scans of people of all ages, human beings reach peak cognitive function by the age of 13-15. It then stays at this level until the 50s where for most people it will start declining, and can even start as early as 45. In other words, 13 year olds have a higher capacity for reasoning and decision making then people in their 50s.
