Edit: Except for Luke making a green lightsaber. That was apparently an issue with the blue lightsaber effect not working well against a blue sky.

IIRC the in universe explanation is nobody taught him how to build one right so the crystal inside is unstable and vents a lot of heat, so the cross guard is technically an exhaust, which is also why the "blade" is jagged.

The crystals that power lightsabers are extremely rare and the ability to use them in a way to make those energy beams was a secret of the jedi/sith that's been lost to time. So even if someone else figured out how, there wouldn't be enough crystals for more than a couple of missiles or one shield and that would be the last of them.
