Depends. Generally, feds don't bother trying to enforce law in those states, BUT they go balls deep if you cross into a state where it's not legal with the item in question.

I remember a CEman got in trouble for having his prescribed medical plant but ended up in like Texas or something then got caught and charged heavily for it. :/

Its technically illegal on a federal level, but the feds tend to allow state law to take precedence within that state (although they technically can still bust you). Heres an article from 2014 on the legality of conflicting fed vs state laws (form the Huff Post, so take it with a grain of salt):

Yep. But on an interesting/stupid side to the legality is how to handle cash that is made legally from selling pot in a state that allows it. For example, a dispensary in Colorado, where it is legal. Most businesses take their profits from their business and deposit it at a bank. However, banks follow federal guidelines, and federally, marijuana is illegal. So accepting deposits from marijuana sales would ultimately lead to a form of money laundering (the act of cleaning illegal money by putting it in a bank and then withdrawing it - thats an oversimplified description, but its enough for this post) on a federal level. Which means that a lot of dispensaries are forced to keep larger amounts of cash on site, which in turn also increases the risk of robberies.

Yes, I would imagine so. Some places will just take the fine, if they are in the middle of nowhere.

Don't know, that should be easy to look up. But then you get into states rights.
Gotta imagine the tobacco states would fight hard against that.

They have their ways to pressure property owners.

Having said that, I live in NY where you are not supposed to smoke within, 15 feet of a building, and it happens all the time. But the law is seldom enforced.

Local police enforce state laws. Feds like the FBI or DEA enforce federal laws. But the Feds obviously arent patrolling cities like local police and generally give precedence to the police unless given directives otherwise.

Theres a small city near me that allows smoking inside bars and restaurants. It still happens. Cities are another layer of laws.
