What does the feds say about cigarette smoking inside buildings? Don't know, that should be easy to look up. But then you get into states rights. Gotta imagine the tobacco states would fight hard against that. What power does a city have about smoking (tobacco not weed) They have their ways to pressure property owners. Having said that, I live in NY where you are not supposed to smoke within, 15 feet of a building, and it happens all the time.
