It applies to employers, business owners, etc., not the general public. And it only applies when used as an insult. I think if someone pays taxes, they should be able to get benefits like this. However, I have no idea how you would document all this for someone who is here illegally. Also this bill was created by someone who wants open borders so I will not give it the benefit of the doubt. Even if a portion pay taxes, many do not. And that tax revenue is not enough to fund this. Anyone using these benefits would not be contributing much if anything in taxes. Sales tax is big enough contributor that Florida gets almost all of its taxes from sales and has no state income tax. The absurd hypothetical situation was posited in a way that suggests we would have to pay for 7 billion people using our current economy. I'm saying if 7 billion people came here, our economy would grow and we could afford a lot more than what we can now. They can't actually come here though because we don't have the physical space for them. I think becoming a resident of the US should be a simpler process; that would fix a lot of these issues.
