Why not install solar panels of your own? You can get 1kw kits from just about any campervan/caravan retailer. You don't need to bolt anything it your house, the panel sits on it's own tripod in your backyard.

Many solar panel systems are shut down if the grid is offline. If the municipal system is down, solar panels are down too. It has something to do with power going back up the line and creating a hazard or something. Anyway, the system has to be set up a special way to be able to use private solar panels when the public power is shut off.
