The Steel and Ice Gyms are designed to be done in either order, meaning both are in their high 20s low 30s. So the one you pick second will probably be 4-5 levels lower than your team. There are reasons they dont do multiple choice gyms anymore, ruining the challenge is one of them.

You're generally under leveled for the E4 in photo. There's nowhere good to train after you get to Ekruteak

I was barely at Mortys level, and remained under-leveled after that until I beat Pryce. (Despite not fighting Morty until after battling everyone at the Lighthouse) Now Im doing the Goldenrod Rocket quest and Im finally a bit ahead of the bosses.
And I deliberately fight almost every trainer I can thats along the main paths. I didnt even turn off the security cat statues in the Mahogony Rocket Base. >_> --- ... Copied to Clipboard!

If youre playing G/S without catching a legendary as part of your game plan, there will be intense grinding involved at some point tbh. Red at the end just alters the game a lot compared to Gen 1 normie strats.
