Vince didn't want him to still hold the title when he did so, but for a number of reasons, Hart didn't want to give it up to Shawn Michaels at Survivor Series. It was agreed that the match would end in a disqualification and Hart would lose the title at a later date since there were a few months left between that match and him leaving. Vince decided nah fuck that and orchestrated events to have Michaels declared the winner.
