Bobby doesnt really act too much like Bill either, though. Ive always hated this theory, especially because it invalidates the finale when Hank and Bobby finally find something they can both bond over *grumble grumble*

You cant rule out Peggy in desperation for a child drugging and taking advantage of Bill. It would totally be in her character to do so.

Bobby actually acts very much like Hank and Peggy. But that has nothing to do with being blood related. That has to do with Bobby mentally being raised under the same roof as Hank and Peggy his entire life.

This I think that's why cotton took a shining to him as opposed to Hank.
