You gain abilities through melding commands, so you want to level, meld, and use new ones. So rather than finding skills you like to use, you're strongly encouraged to immediately abandon any command you get to max level so you can meld a new command with a new ability and gain that one.

The game doesn't tell you what you get from melding commands or from adding abilities, so you're basically just completely random-guessing it. Unless you hardcore grind for money, you don't get enough to buy commands to experiment in any meaningful way. So you either bumble your way through and hope you get lucky or you look up a guide online.

But hey, they do have a solution to this. You can play the Command Board which is a shitty Mario Party clone which gets you a slow trickle of skills for free.

I liked command melding. At least in concept. It was certainly frustrating leveling up commands and also when some fusions had multiple possible results and you never get the one you want. Still, it was neat being able to start the second world with Firaga or whatever via the command board.

The way you get commands isn't great but the idea of completely customizing your command deck is great and I wish the series had kept going with it.

I mean, it's the same thing as the magic and abilities in the numbered games, it's just a shitty way of acquiring the skills.
