I always thought a g-diffuser was something that reduced the effect of G-forces, like when you accelerate really fast or go into circles on roller coasters.

The way I see it is, he had to slow down because the Gs he felt were a lot higher than they're supposed to be because the G-diffuser wasn't reducing the effects Falco was feeling. So he could still accelerate fine, but he just had to slow down or risk passing out. Thus he had problems shaking enemy ships, so he had to return to Great Fox for repairs.

yeah. i assumed 4.2 G acceleration, which is still quite fast, but not super impressive
