Well you'd have to ask Tolkien but he's dead so his son Christopher would have to answer. The Valar in Arda are known for being human like in their emotional qualities and ordinances considering they sank a continent. Read the Silmarillion.
Gods in pantheons from mythologies are often playing power games. Look at the Greek gods.
