It could be remnants of a Voodoo ritual

Where do you live? Are you in the south?

That picture about the free calls. Weren't all received calls free, and the "after 9" thing was for making calls?

Are junkies known of leaving unsmoked cigars on top of a dish with a weird substance on it, next to a couple bottles of booze, open but otherwise untouched?

It's just a ritual.

Yes some call it "witchcraft" but it's often a form of spiritual or ancestor reverence.

I have an altar in my room and I've left offerings outside. Don't sweat it.

Leave the offerings where you found them and don't disturb them.

Drunks don't carefully place entire bottles down with herbs and plates...

Many offerings include alcohol.

Anyone who's experienced with African traditional spiritual systems or their offshoots (Ifa, Santeria, Voodoo, Lucumi, Candomble, Palo Mayombe, etc) knows about these things.

South Americans and Caribbean people should.

Just a different spiritual tradition that's it. Y'all should educate yourselves.

Ive just watched all 14 seasons of Supernatural so I'm a bit of an expert.

Were you by a crossroads? Did you notice any strange smells? What about any cold spots?

Apparently it's Brazilian "macumba" (makes sense, there's a lot of Brazilians where Ilive):

https://theculturetrip.com/south-america/brazil/articles/a-brief-introduction-to-macumba/

At night on Copacabana Beach, it is normal to see shallow pits in the sand lit with candles and filled with items such as cigarettes, cachaca, or food such as popcorn or farofa (Brazilian cassava flour). Known as despacho, these pits are an offering made to specific spirits in Macumba. The type of offering depends on the spirit some are associated with food, while others prefer candles and drinks. These offerings are made for personal reasons and are presents to the spirits or specific entities when asking for something such as love, money, strength, or even bad doings to an enemy.

Seems harmless enough
