It's a ROM hack of Soul Silver version called Storm Silver (Sacred Gold is the Heart Gold equivalent) and it's one of those hacks that adds extra features and makes all of the Pokemon from up to that gen (493 in total for gen 4) available without trading. So I get the second badge from Bugsy and go into Ilex Forest, and farther in the forest, I see Gardenia, the Grass-type gym leader from Diamond/Pearl/Platinum. She was sitting behind a tree, and when I tried talking to her, she seemed to imply that she was in the middle of getting a "massage" from her Ivysaur... using Vine Whip.
 After she noticed I was there, she tried to get me not to tell anyone (joke's on her) by giving me the TM for the move Grass Knot. But yeah, the creators of this ROM hack actually made a reference to that infamous gif, and now I wonder what other crazy stuff they might have managed to slip in. --- "Someday I too will fly... and find you again!" https://i.imgtc.ws/MlYa1Hw.jpg ... Another one from earlier in the game: there was a female trainer I fought named "Carly" and her battle lines were a blatant reference to the lyrics from Call Me Maybe. I don't remember her exact line, but I remember shaking my head in disbelief when I read it.

For Sacred Gold and Storm Silver, did the hacker create his own original lines for the NPCs? I'm playing both Origin Platnium and Volt White and noticed this for Origin Platnium specifically.

There are a bunch of new battles/encounters that weren't in the original HG/SS games that have new dialogue, plus there were also some changes to existing trainers/NPC's and the story as well.
