Jeffer was fucked in the head but at least he never killed anyone that we know of, and he seemed to not go after girls under a certain age. It's definitely true that some chunk of people that achieve great power in the first place are the type to exhibit sociopathic behavior as it is advantageous to getting there. At least among them (Jeff included) most fail to take into account their impact on others in all walks of life so it's not very surprising unfortunately.
