where "it" is communicating to someone that something or someone is engulfed in flames

the only reason I can think of is "fire is on him!" doesn't roll off the tongue as well as "he's on fire!"

yeah exactly. the only time I could ever think of "x is on fire" being proper wordage is when someone's walking across hot coals, and even then they're taking many liberties with their wordage.

It's functionally simpler. Fire doesn't usually rove around (and pretty much can't be anywhere unexpectedly that isn't a disaster), so pointing out where fire is instead of the thing on fire would weird the focus. People will be more familiar with the locations of the chair, the house, the dog, than 'fire,' so you want to make them look at the problem.

If I had to guess, 'on' is either just one of English's excellent, inscrutable preposition uses, or it comes from when people would actually throw things onto a fire to destroy them. But that's just late Saturday night conjecture.

It doesn't make a lot of sense if you try to interpret it literally, but I imagine it's worded this way in order for the statement to be about the condition of the subject rather than the fire.

"How is lp0?"
"It's functional"/"it's in an error state"/"it's on fire."
