I suggest you read Edward Snowden's new book. He said that when he was working at the NSA, he saw that the U.S. was implementing the exact same tools on its own citizens, but privately instead of publicly.

So they were data mining with the goal to build models to predict and locate terrorists and other assholes? if this is the case it seems relatively benign compared to the Chinese version where the implications of the Chinese justice system basically equates to a one way street to organ harvesting. Not defending them because the data could be potentially dangerous given a shift in power. It just seems a bit of an exaggeration to say they are the same given the obvious societal/justice system differences.
