Plot-wise, yeah, though it's not a high bar to cross for most pokemon movies. The colors are vibrant, characters have far wider facial expressions, and with the more cartoonish style allows for a wider range body posses and character emotions without looking awkward. They added more detail (for example, his eyes are brown and they have a reflection/light on the upper part, the inner part of his ear is dark so it represents depth, some of his hair is individual "spikes" and his clothes and some areas of his face, such as the side have shadows too), his chin is clearly defined, etc. Meanwhile S&M is obviously easy to draw, he has no shadows (especially on his clothes) or color depth in many occasions, and it looks like his hat is growing hair.
