1. You're right. Needing their game available on a Nintendo system stopped mattering once Cloud got into Smash (though FF7 did eventually release on the Switch).

2. There have actually been a number of Carmen Sandiego games on the NES, GCN, and Wii (and probably some others).

He was also in Theatrhythm: Final Fantasy, and Final Fantasy Explorers (both on 3DS), but none of the actually Final Fantasy 7 games were ever released on a Nintendo platform until the release of the original on Switch.

Its localized version came out this year.

That said, Joker was locked into the game and started being developed on before the Japanese release of Q2.

Snake, despite his new game coming out on Playstation 3 exclusively (and most of his other major games being Playstation-exclusive), people excused due to the Twin Snakes, which was funded by Nintendo and developed by former second-party developer Silicon Knights. Also, he had a couple of NES games, even if one is supposedly a poor port and the other is a Western-made non-canon follow-up, as well as Ghost Babel on the Game Boy Color.

And Sonic is Sonic. He pretty much made a home for himself on Nintendo consoles after SEGA imploded as a hardware developer.

I agree that it was Cloud that pretty much changed the way people approach potential third party Fighters, since he had nothing but minor roles and cameos on Nintendo platforms at the time of his inclusion.

Or, instead of eveeyone instant dying, there just isn't a floor anymore because there isn't a stage anymore, so the other players have to rely on double jumps and up-b (and a well-timed jump beforehand) to keep from falling to their death before it comes back. It also gives you an opportunity to try to spike other players. Imagine in a 2v2 match, Carmen and Marth team up so Carmen steals the stage and on the very next frame, the opponents get simultaneously spiked through what used to be the floor lmao.
