If Palpatine is back (which, let's be fair, he very well might not be), that doesn't mean that he was around all the time. Palpatine felt a large amount of Dark Force coming from the Unknown Regions. So he set up the Jakku observation station and others to find out. It was never outright stated that Palpatine was sensing Snoke. Snoke may have been just a Dark Sider resident that they found out there, but the theory was that Palpatine was sensing the "source" of the Dark Side.
