Let's go over a list of Baltimore's past few mayors:
Martin O'Malley: Vacated the post to be Maryland Governor, so terrible at running the state he caused a blue state to elect a Republican.
Sheila Dixon: Replaced O'Malley and was originally in charge of the City Council, indicted for embezzlement, copped a plea deal.
Stephanie Rawlings-Blake: Replaced Dixon after she was convicted, also from City Council President, biggest scandal was an atrocious handling of the Baltimore Riots of 2013 including failure to call Governor Hogan for support and widely reported to have told the police "let them riot."
Catherine Pugh: First Mayor since O'Malley to initially gain office through election (not counting Dixon being re-elected) and currently undergoing a massive corruption scandal.

The problems start right at the top. And then Baltimore City probably has the worst school system in the entire state including giving grant money back, and then whining about how every school doesn't have AC, heat, and a shit load of other problems.

Basically, if a city official is in the news and not responding to a scandal, they're likely in the middle of one. Everyone with the money and foresight to leave is doing so, and it's leaving people too dumb to notice that their elected officials are robbing them blind so they keep re-electing them. You want to fix Baltimore City? Step one: Gut the entire city government and start over.

I used to love that city, Camden Yards, the aquarium. The inner harbor was a great place to be.

The Inner Harbor is still one of the safer areas. At least until the sun goes down. BCPD is utterly useless, but they'll at least make an effort at making the city look safe for tourists. They've got to get income from somewhere after all.
