You have to pay for the subscription so they're technically not. You just don't pay extra to add them to your account.

Unless they raised the price of the already existing program after introducing the monthly game additions, yes, they are free. You aren't paying anything more than you were already paying prior to the games being offered. You are still paying for the service regardless.
