When I'm getting tailgated by someone trying to blast past me, I do what you did until I get near the cop Then I get over and slow down to the limit. Usually by that time, the tailgater is so pissed off, they speed up to 100+ mph and the cop nails them every time. Around here, if you're on a highway with two lanes - at least all the ones I've been on - then you need to stay in the right lane unless you're passing someone. There will be signs every few hundred metres stating "keep right except to pass". In cities or highways near cities then you don't really get a choice of lane, it depends on where you're going. Is it really the case that you can switch lanes as much as you want in other places?
