I'm guessing the game will be mostly wandering empty landscapes doing busy work, occasionally some combat, and 14 hours of cutscenes.

Basically he tried to cobble together a game from surreal imagery he thought would be interesting/wacky, without considering whether it actually coheres well or if it'd make a compelling story.
That's how I bet this game was formed. I don't have a problem with weird arthouse stories. But Kojima is not a good writer, I think this will just be a mess.
