My understanding is how Japan uses the word and how English speaking communities use the word is different. English speaking communities tend to use "lolicon" as slang for a person attracted to fictional young girls. In Japan, it is used for people who are attracted to real young girls. Translating it as "lolicon" would add an implication that the attraction was towards fictional characters when no such implication existed in the original version. Translating it as "pedophile" loses the implication that the attraction is towards females since "pedophile" does not specify a gender. I feel like "pedophile" is the better translation since the attraction to females part is easier to pick up even if it isn't explicitly stated.

As always, context is important. If the scene is a bunch of people in an anime club and someone calls someone else a lolicon, the right translation might be to leave it as lolicon.

Depends 100% on the context and whether or not the translator was intending to be humorous, there is not a correct or incorrect answer to this

I was recently watching a short news piece about how kids in Japan were allowed to take a series of trains etc to get to school starting at about age 6, and there were people in the comments saying 'Well the culture is different! Japan doesn't have a pedophile problem like the US does so kids are safe to go out!' and I was like 'dohohohoho'

I mean they are right that it is a lot safer for kids to walk around in Japan, it just isn't because there are less pedophiles.

The real danger to kids isn't from strangers, it's from their own family anyway - and given in Japan those folks tend not to have families, well, problem solved?

In terms of general danger yeah, I mean walking to school a kid might get shot by a dude accidentally, or while in school they might get shot by a dude on purpose. Kinda lose/lose. Although in terms of actual risk it might be more dangerous to just like.... be driven around in a car.
