Depends on what type of woman you're looking for.
(I'm not endorsing either conclusion here, I'm just playing devil's advocate.)

If her virginity is a big deal to you, it's a red flag. Most women who have never had sex before are not going to immediately have condoms on hand. It's just not common for legit virgin women to bother stocking up on something they're not anticipating to need yet. This can be particularly evident when such a woman is spontaneously asked and agrees to consensual sex with a new partner. She's very unlikely to have contraceptives on hand when she didn't expect sex to be on her current agenda...let alone for her first time.

It's a different ballgame if she instead made prior plans with someone to have sex later giving her incentive to pick some condoms up before meeting. Then it shouldn't be that surprising to see maybe a few individual or box of condoms in her possession. She might have wanted to come prepared, especially if she's a virgin who doesn't know yet what to expect.

But if she's claimed to be a virgin before, you later randomly drop the invitation for sex on the spot, she agrees, and her bedroom nightstand is "coincidentally" stuffed full of condoms.....yeah, odds are she fibbed.

If her virginity is an issue for you (and for some guys it is), yeah it can be a red flag. The odds of her actually being a virgin in the latter scenario are pretty low. It just is.

If, however, you don't mind the possibility that a woman has had a notable sexual history before you came into the picture...obviously it's not going to be a red flag because you don't care about that. You just wanna party with one of the 80% of modern women today. Personally, I think you would have an easier time finding that kind of woman, because thanks to such things as the Sexual Revolution many modern women don't bother with chastity anymore. And it makes sense since less men are bothering with marriage now too. People today have more incentive to experiment before long term commitments as well as looking for them.

It can be, unless the guy is basically everything else the woman believes she is looking for and she still pursues him. That does happen.

Critics like to believe that only generic losers have those kind of standards, but even some attractive guys with really impressive stats that a bunch of women are aiming for still have reservations about settling down with a woman who's clearly been run through more times than a subway station. For them, that figurative number matters when it comes to long term commitment. And in many cases with that higher tier of men (who have likely had multiple sex partners over time themselves), it's a double standard...but those are their rules. The women who still desire these men typically understand they have to suck it up and play by those rules to compete or get out.

So not every woman is going to consider a "virginity clause" a red flag, but instead the rules of engagement to stay in the running for a partner they're eager to be with. You don't have to understand why any woman would still want a man like that...just understand it does happen. Just as many men have some questionable tastes in who they want a relationship with, so do many women.
