Yep. Even with perfect level ups, you'll stat cap in the 30s... But because of the enemy tables and their stat increases, they actually will start gaining more stats per level up than you in the late 20s. That said, you could level more with that prison time exploit, you have stats decrease if you get locked up long enough. Rinse and repeat and you could get as many level ups as you want... But enemies would just keep getting stronger than you and even with bad level ups, you'd eventually cap all of your stats so at that point all that would differ is how early you capped your health and magicka affecting stats. And stamina I guess.
