What was Reagan supposed to do about the AIDS thing? That always confused me.

Allow the surgeon general to research, investigate and speak on it (which he forbade). Quarantine outbreaks. Fund research. Promote awareness. Not stigmatize it as a gay or Haitian disease.

He footdragged for 6-8 years as the disease spread.

I've met people that liked Nixon (quite older than me, I'm not that old), so yeah, nuff said. Those old people who liked Nixon naturally liked Reagan back then, and a lot of how a president is perceived in posterity comes from how they were perceived during their term(?). After Nixon, everything looks good.
