Water cannot be racist as it is a universal substance. For something to be able to acquire racist connotations, it would need to be something the typical person wouldn't use and then be picked up by racist groups as a symbol of their racism.

Obviously it's the context in which white supremacists use these things to promote their goals. So once said supremacists get clued in enough to churn out a few memes in which they make it quite clear that their agenda could not be advanced without the support of good ol' American H20, then the rest of us will be forced to choose between falling in line with racists or dying of thirst.

So for GameFAQs to become racist, we would need a surge of new users who are utilizing GameFAQs to advance their racist agenda.
