Topic title: no, not necessarily. There are characters like Bugs Bunny who have done some incredibly racist things, but the characters themselves - given that they're not based off of and intended to lampoon different racial characteristics - are not racist.

The act of painting one's face black has an unfortunate historical precedent. Because a bunch of racist people painted their faces black, wore unflattering frizzy wigs and portrayed black people as slow, drawling idiots for the entertainment of other racist people. That baggage is tied to the act of painting one's face black, no matter which way you slice it.

But you can just as easily get a balaclava-style hood, with the eye holes and stuff or with the face cut out. With the latter, you can paint their face with the cartoon character's features - a muzzle for Goofy, a black nose for Mickey, an orange bill for Daffy and a big pair of white eyes for Felix - with the pupils painted on the kid's eyelids.

Painting your kid's face totally black is stigmatised due to the practice's historically racist usage, that's just the way it is. Even if the context is innocent. But you can cover your child's face to a degree, or paint their face with different colors and cartoon features, to achieve the same goal that this thread has laid out.
