or maybe the avengers/justice league give people imbursement over destroyed property using wayne or tony stark money?

It would have to be an A-list hero or villain
to even have a chance of being approved. B list and below are ineligible causes. No one's gonna reimburse you because Condiment King flooded your car with mayo.

You'd probably have to pay way extra and even then they'd probably deny your claim. You'd be more likely to seek compensation directly from the hero/heroes in question, and would SoL in the event of a villain attack. Though I could see organizations arising that would help address the issue via government assistance and other donation.
