Most people probably dont come forward immediately..theyre gonna have a little crisis and think Wow, should I really turn her in? This feels big..what if its not actually her? Etc. Then it probably takes time for law enforcement to get the ball rolling on furthering the investigation and making sure it actually is her, doing paperwork, etc. Then I guess you try and contact other people who know her, do more paperwork, eventually try for a warrant or whatever, more paperwork. I can see it definitely dragging out.
