The fan-made one looks like Tifa. Or at least more so. That hair and costume look distinct. Looking at the face pics alone, the fan made one looks more like what Tifa should. You can tell from looking at her that she's an important character and the Tifa hair is more defined. The earrings have a more defined look.

And when you get the full body pics, well... Yeah, she looks more like Tifa in that regard too. It would've been better had they just left her out of the game.
