Is it just happenstance that the vehicle forms are just like manmade vehicles? Were the Transformers created by humans and sent to Cybertron in-universe? Or is it just one of those things I shouldn't think too much about?

They were designed to be sold as toys to children so they came up with cool designs and then built a silly storyline around them.

Clearly you need to educate yourself in astronomy. Big rigs grind pavement throughout the galaxy at all moments, everyone knows this. Optimus is simply modeled after the most common looking asteroid. Bumblebee was literally the name of the first space station Apollo 13 landed on after visiting Mars.

The first live-action movie shows all of them scanning vehicles to get their new forms.

Megatron never scanned anything so he kept his Cybertronian jet form through the series.

So, another thought. When a Decepticon turns into, say, an attack helicopter, where do the bullets come from? Do they just always have bullets stockpiled in their humanoid bodies, or are they firing tiny pieces of their bodies when shooting bullets? Or are the bullets just created from thin air?

Depends on the continuity you're watching.

The original G1 universe
- The Autobot ship Ark's Teletraan-1 sent out a probe which scanned Earth vehicles and objects then implemented those forms into the Autobots and Decepticons as it repaired them. While the bots appeared to have many of their Earth form's parts before becoming those vehicles they had different Cybertronian forms (aka animation budget excuses).



Beast Wars
- Set roughly 300 years after G1. The Maximal and Predacon ships respectively could send out an energy field to scan local lifeforms. Entering their CR Chambers their bodies would be reformed as the animal/plant in question.

Stasis pods were equipped to send out the same energy field and release the protoform inside fully functional with a new body.

Similar methods were used in the next cartoons to follow. Also keeping in mind up to this point whatever form they took was permanent unless changed by an outside force (example: Unicron)

Movie Continuity
- Every Transformer appears to have an internal scanner allowing them to change forms at will.
