If you have 2 kids with someone, you're simply replacing yourself when you die and no more. You level out your effect on the population. If you and your partner have no kids, you leave a -2 on the population when you die. Or just 1, -1. I believe as a whole the average is more than 2 kids for the entire world. My point still stands though, if you're having 2 or less kids, you're not negatively affecting/inflating the population as a whole.
