AI Hacking is only useful in a very few missions in 2 and is completely useless at all other times. Tali is arguably just as good as Legion, especially if you like AI Hacking. Energy Drain is a much more useful power than anything Legion has & he doesn't do that much damage with the Widow because all squadmate weapon damage is lessened so much compared to Shepard. Tali has Hacking in ME1, where you fight a lot more synthetics & it can effect pretty much everything, so that also makes her better than Legion in that regard. Not sure if that's S rank material, but certainly can be worth a slot.
