In simplified terms Roe vs Wade says that for early pregnancies only a womans life is effected, so it's an overstep of state authority to restrict a woman's right to abortion, this is due to the idea people are entitled to medical privacy. After a (vague) certain point the fetus is considered alive, so both the fetus and woman is effected, and the state can restrict that in respect to protect a human's life.

The most commonly used point for whether the fetus is alive is when the fetus can survive outside the womb. This isn't an exact date, due in large part to medical advances that allows more premature babies to survive.
