Do I have to unplug everything in my PC before swapping it out? Like monitor, mice etc.

It's not a bad thing to do, especially considering that it makes it easier to manipulate the case for easier swapping of parts. I believe the only things you need to unplug are your monitors (duh) and PSU. I usually just unplug everything except for the bluetooth and wireless receivers.

Power and anything hooked to gpu is minimum

Unplugging peripherals only helps on the off chance that you get any static electricity in there and on the even rarer chance it does anything. Like it's not ideal but I've done entire PC builds without the static bracelet thing and it was fine you just have to be aware of any potential charges like a rug or something.

Well, if it wasn't obvious, it's my first time doing this so a few more questions.

Is just turning the power down, and turning the power switch to O sufficient? Or should I really take the plug out from the back?

It's also very very dusty in there, this site recommended to vacuum clean it, does a regular household vacuum with a hose work?

honestly it doesnt even matter. everyone overblows the whole static electricity thing. ive built 3 computers on carpet and ive never run into an issue.

TC, just unplug the power, the cables from the GPU so you can take it out and dont worry.

Power off the PC
Unplug the power and video cables
Press the power button to drain any residual charge in the power supply.
Replace the card.

That's it.

Welp, turns out the new graphics card was too fucking big for my old case. Guess I should've just transferred all my shit and stuff to the hand me down PC my brother gave me instead of just taking out the graphics card and trying to put it in...
