Pretty sure it was setup as a meta pilot of shorts for a Dwight spinoff which was of course cancelled.

Wait, idk if im remembering the right episode, but I do remember the shotgunning thing.

No, youre correct. They had a spin-off planned but they cancelled it halfway through filming the pilot, so they instead used the pre-existing footage & added the Todd Packer stuff to make what they had into a regular episode.
