No, his power set is all over the place and then he just gets delegated to being the healer to a group of better characters. Saying that, he was the start of "well we need a healer all the time now" in JoJo, kind of destroying the whole "anyone can die" aspect introduced in Phantom Blood, making a lot of battles lose their stakes. A role taken up by Foo Fighters in Stone Ocean and Zombie Horse and later Hot Pants in SBR. Yeah i know Josuke was the first but he actually did other stuff as well and it was GioGio that established the pattern, so i blame him.

I mean, no JoJo is really the main character of their struggle with some exception. The whole series is about them getting dragged along into someone else's business or feuding. None of them would have reason to do anything without the antagonist acting first.
