Some websites, the entire page loads up in half a second. Others take a while. Even with adblock that blocks all the gifs, videos and other shit that probably make a page load up slowly.

cause there's the rate your isp allows from your end and then there's the rate allowed per website/program/etc from their end. like how there's a max download rate on steam

then there's also traffic and other things to take into account that limit how fast they can get back to you
